What is OLIM?

Most business cases are built to survive the approval gate, not to deliver the outcome. By the time anyone checks whether the investment delivered a return, the people who signed it off have often moved on.

OLIM (Outcome-Led Investment Model) closes that gap. It adds an additional layer of rigour before a business case is even drafted, answering the question: what does it actually cost to do nothing? OLIM sharpens the focus already built into the Treasury's Five Case Model. It doesn't replace it, but it turns benefits realisation into something Sponsors can't quietly sidestep.

Developed by two practitioners with decades of combined experience successfully delivering major UK public sector projects and programmes, OLIM is the missing assurance gap that tells you, honestly, whether an investment is worth making, and whether it delivered the outcomes.
